Root can't reset passwords

On 1 solaris 8 system I have I am unable to reset a anyones password as root. When I enter passwd userid I get a password prompt. Form trying various thing sI need to enter that users current password at this prompt, then I get asked for the new password twice as expected. As I need to reset users poasswords that have been forgotten this doesn't work for me!! I only use files. I have had a check in nsswitch.conf and pam.conf and can't see any issue, but I may be missing something. Any suggestions would be reallyh appreciated. Thanks
"If you have superuser access to the system, you can change any password without knowledge of the existing password (which is very handy when users forget their passwords since it is nontrivial to reclaim a hashed password). As root, run the same program (passwd) and follow the instructions. The only differences are that you need not enter the existing password and many errors will become warnings because the program will let root do what root wants (even if it is a bad idea)."
