Restrict access to Unix terminal

Is there anybody out there that can help here please: I need to restric certain users from gaining console or terminal access to the Unix shell. They must be able to only access the GUI applications an telnet. This is not so easy since telnet also use dtterm to establish a Telnet session.

not 100% clear on your question, so this may not apply to you, but when we want to prevent shell access, we put the user shell in /etc/passwd/ file to /bin/false/ instead of a regular shell. (We use it for ftp-only users). Dont know if that'll do the trick for you, but give it a shot.
