Only become root from a certain ip?

How do I restrict so only Root can login from x.x.x.x IP but regular users can login from any IP via ssh?

Securing from IP based is not done because it is flawed by design.

I read it wrong and answer it wrong too. So get off my case you goober.

A better solution is to newer let the root login via ssh, and instead login as a regular user, then use 'su' to get root access.
