As root have set up defaultrouter file with IP address of our ISDN router. When run netscape it is unable to see www... sites but is OK with IP addresses. Looks like it is unable to reconcile names. Tried to change proxy setting for browser to match same value I have on PC IE but the advanced option shows no box for proxies. How do I change the proxies setting on this version of Netscape? Is there anything else that could be wrong?

The problem is with the DNS resolution and not the proxy settings. Since you are able to see visit websites with IPs, it means the proxy settings are correct. But the machine is unable to resolve the domain names. Also the netstat -rn will show you the defaultrouter, which seems to be alright in your case. Check the /etc/resolv.conf and edit it to add the DNS servers - you check that with the following command ipconfig /all (for win 2k, xp) winipcfg (for win 98)
