multi locale setting

Hi, I am Kim in South-Korea.
When I install the japanese and french locale language package,
it can not be set properly in c-shell with the info of "Locale could not be set properly".
while i change to ksh, it can display japanese, but the locale setting is still as below:
LANG=ja
LC_CTYPE="C"
LC_NUMERIC="C"
LC_TIME="C"
LC_COLLATE="C"
LC_MONETARY="C"
LC_MESSAGES="C"
LC_ALL=ja
and also i found in the /usr/lib/locale/ja, only 4 directories exist:
LC_CTYPE, LC_MESSAGES, LC_TIME, wnn.
nothing else!

please help! urgent! thanks a million!
