Japanese language support

I'm having a English Solaris 8 installed on SPARC and would like to install Japanese language pack.
After installing using the Language CD (select Custom and Japanese), I notice there are only two language selections at login:
"ja - EUC" and "Japanese - EUC 1.x Compatible". The third one "ja.JP.eucJP - EUC" is missing but definitely required.
The third one will be there if Japanese Solaris 8 is installed, but using Jap Solaris is not an option in my environment.

I also tried to manually install (instead of auto installer) from the CD using "admintool":
1) Browse Software
2) Select "Japanese 5.8" and "Shared 5.8"... and select Edit > Add.
Strangely, it prompted "Add software failed" without any other hints.
But it installs "Japanese feature package root files (extensions) 2.8" and "Japanese feature package usr files (extensions) 2.8" perfectly ok.

It feels like something's wrong with the CD itself at first, but I tried to download again from Sun and same thing happens still.
Any suggestions / clues?
