How to fix timezone without reboot

I set the timezone to PST instead of EST by mistake, I know how to fix the /etc/TIMEZONE file, however, I can not reboot the server in 2 months. Besides 'set TZ=EST' in every window, is there a way to take system wide effect without reboot?
