Can't Access FTP on Solaris 9

I have a major problem on Solaris 9... HELP!!! I am kind on a newbie to Unix. I can't FTP into the 9 OS. I have edited the /etc/ftpusers and /ect/default/login file and a lot more. I have created several users and still can't get in. I CAN telenet into the box, but not ftp. I am a Network + guy so I know a little what I am doing but still learning Solaris. I am running the OS on a Sun Altra II. I do not have a /ect/shells directory. I ran the getusershell at terminal prompt and it returned none. In the MAN getusershell says it should automatically pick one of the existing shells but it is not happening.. I created the directory of shells to no avail. Please help if you can. Tnx Walt
