Can't Access FTP on Solaris 9

I have a major problem on Solaris 9...
HELP!!! I am kind on a newbie to Unix. I can't FTP into the 9 OS. I have edited the /etc/ftpusers and /ect/default/login file and a lot more. I have created several users and still can't get in. I CAN telenet into the box, but not ftp. I am a Network + guy so I know a little what I am doing but still learning Solaris.
I am running the OS on a Sun Altra II.
I do not have a /ect/shells directory. I ran the getusershell at terminal prompt and it returned none. In the MAN getusershell says it should automatically pick one of the existing shells but it is not happening..
I created the directory of shells to no avail.
Please help if you can.

Does the user exist in the password file? Can you telnet into these user accounts?

It is important to note that the file /etc/ftpusers is a list of users that can NOT ftp into the machine, rather than those that can.
