The usual method is to flush the local arp cache and then ping all the systems that need their arp caches updated. The missing local arp cache entry should force a new arp request which in turn update the other systems`caches.
Programmatically, you could try the gratuitous arp trick. Do a Web search for "gratuitous arp" or see volume 1 of Richard Stevens TCP/IP Illustrated.
