I add a IP address using shell,how could I program with C language to inform other macheines in the LAN updating the ARP cache?

The usual method is to flush the local arp cache and then ping all the systems that
need their arp caches updated. The missing
local arp cache entry should force a new arp
request which in turn update the other
systems`caches.

Programmatically, you could try the gratuitous arp trick. Do a Web search
for "gratuitous arp" or see volume 1 of Richard Stevens TCP/IP Illustrated.
