Quick question. Have configured servers with dual NIC's and for failover, using the deprecated flag to keep ports up but not sending traffic. Believe they should be in the listening state only until they are failed over too, should remain in standby. If you run an ifconfig -a it shows that they are on standby; however, it seems as though they are still sending traffic out to other applications on those ports. Anyone know what could be causing this? Thanks in advance!

We also had issues with IPMP not appearing to work correctly. During testing, ifconfig -a would show false results, but it wasn't all the time.
Solution was: get the latest patches. Fixed the problem with ifconfig for us, so it may fix problem with you.

Not so much an issue with ifconfig showing status but after using the deprecated flag, the ports should not be sending traffic. Just should be on standby until the primary interface fails over. Don't want both interfaces sending traffic at the same time to applications.

Without knowing the steps you did to enable failover, hard to say. However, here's a few more thoughts that may/may not help. Apologies if this is info you already know...
The test addresses set up on both nic's will send traffic out, but it should only be echo requests. That's how IPMP knows a failure has happened.
Did you set up your "local-mac-address?" to be true? Needs to be set to true to enable unique mac addressing for each card, or conflicts can happen.
Are you using a different IP for each nic, or same IP set up for both nic's? If you're using diff. IP's for each card, then the traffic load is spread between them instead of just one (and the other as standby).
I highly recommend you get the latest patches, especially if you're using Sol. 8. There are a few IPMP fixes in the patches, and it may fix your problem.
