It is useless. For future Plug and Play devices only. Provides Simple Service Discovery Protocol (SSDP) and General Event Notification Architecture (GENA) services for Universal Plug and Play functionality. You can uninstall it by going to Add/Remove programs in Control Panel -> Windows Setup -> Communications. Starts up a web server on port 5000

In general I would say "No" to anything that you don't understand. It does no harm because if you realise it prevents something happening that you wanted you can say "Yes" next time.

Even if you ask it to remember your "No" you can always delete it later if you change your mind.

You start by letting IE & OE remember "Yes" then sort the others out as you go, erring on the side of safety if in doubt.
