WININET.dll not found

OS: Microsoft Windows XP
CPU/Ram: Pentium M Processor, 512
Product: Dell/ Inspiron 8600

Hi,
I am getting errors when i start my home Laptop computer. The errors are

1)"This application has failed to start because WININET.dll was not found"


And when i try to open internet browser or weather channel on my desktop it gives the below error...
2)"Unable to load library wxfw.dll. Attempted to load C:\Program files\The Weather Channel FW\Framework\wxfw.dll.Err code:"

I am able to open my files like Word etc, but unable to run any programs like ... Unable to access IE (Internet), unable to run antivirus software, etc.

I heard there is a difference between a) "wininet.dll" that my laptop is missing and
b) "WINNET.dll" which is a trojan.

Please advice what to do to get back my Laptop working.
Your help is very much appreciated

Try this:

Go offline and disable your AntiVirus during this procedure.
Click Start
Click Run
Type in CMD.exe
Click OK

A command prompt will appear.
Type the following bolded commands into the command prompt: (lower case will work just fine)


CD %SYSTEMROOT%\SYSTEM32 (note space after CD) (then press enter)


DIR /A DLLCACHE\WININET.DLL (note space after DIR,/A)(then press enter)

If the results show 1 file found, keep going, otherwise you will have to try another method.

ATTRIB -S -R -H WININET.DLL (note space after ATTRIB,-S,-R,-H) (then press enter)


REN WININET.DLL *.VIR (note space after REN,DLL) (then press enter)


COPY /Y DLLCACHE\WININET.DLL (note space after COPY,/Y (then press enter)


EXIT (then press enter)

Now restart the computer.
