I cannot boot my Dell Inspirion Laoptop running Windows
XP Home Edition even in safe mode. I don't have a
restore CD Is there a trick to re boot without,if not where
can I get a restore CD

Probably your best bet is to contact Dell and work out the problem with them...they can send you a restore CDE...
