Trying to fix my roomates computer, the screen changes the verticle and horizontal monitor settings every time i open a new program or window.... very strange so in full screen on videos or games it seems like the resolution is changeing from 800x600 to 1000x400 or 400x1000 so it overlaps the screen and u cant see it strange wondering if anyone has heard of a virus that changes monitor settings or screen resolutions randomly..... if i can get the name of it i'll be able to fix it

Check and see if somehow the Accessability panel has changed from the defaults.

Today seems like a good day to chew through the restraints.

When I change from low resolution to high res on accessability menu it resets to default screen size for an instant and just bounces back to the messed up screen size

it was set on high contrast black (Large) and it wasnt high contrast black ......

Try resetting it in the Safe mode.
