why does windows 7 firewall block my ports?

Specs: Windows XP
i have a server at home and i am unable to access it from outside my home network. when i turn the firewall off, it works fine. i have configured an inbound and outbound rule to allow the traffic on the port i am using (8080). I used this port because 80 is cox-blocked. my router is configured to forward properly. the only issue is the firewall. im sure im missing something, just not sure what. i am on win7 and using IIS 7.5 to host the site. any help would be greatly appreciated!
