I have a friend who plans to hack me. I know where he lives :P but to be safe, I want to report him as a hacker. As a result, he will get his Microsoft Certfied Professional certificates revoked. Where do I go to report him?

No disrespect meant, really, but are you serious? Lol. What kind of friendship involves one person hacking another and then have that person reported and hard earned certificates revoked?

tell his ISP if he really does hack you. Get a firewall & anti virus programs first to keep him out.

Got Protection? If not, get it. You cannot convict a person of "thinking" about doing something. So practice Safe Hex.

Hello,
In your case, best is to complain to a local police office, you will get a better result.... otherwise you have to complain to your provider, but in the 90% they will not react, in the matter of the fact you have to protect yourself from any possible attempts by using a firewall, and a good Trojan detector, as for exemple Trojan Remover 6.16
Good luck.....

For that matter how does he even know your ip address to begin with . If you gave him that then that's your fault . Without an ip address he is not going to hack you .

Contacting your local police may not do they trick. How many police stations have Computer Crime Units? Most are starting them.. but for an alleged, maybe, possibly, could happen, hack attack... the answer is no. You can't be convicted, prosecuted or even investigated for NOT, or Maybe, or IF I WANT to attack.
Your best bet is to secure your computer as best as possible. If the attack occurs then maintain any logs. Your firewall logs, windows logs.. anytjing that will show where, how, when, who, what, why the attack occurred.
Trust me on this one... from someone who is in the business..

PS: Crying wolf becuase you no longer like the person and want him to loose his certification can result in an arrest of you for filing a false report..
something else to ponder
