Web Filter Program?

I used to use the built-in web filter feature in Kerio but it since has stopped working (at least when it comes to blocking pop-ups).

I'm wondering if anyone here knows of a good web filter program that doesn't eat up too much resources and can easily block/unblock Java, VBscripts and ActiveX without causing any conflicts or system problems.
