Web Browsers not working

Specs: Windows 7, P4- 2.8 quad core 2gb
I have a computer on my home network that the Web Browsers stopped working
I have success when pinging anything inside the network or outside on the internet

I scanned with Malware bytes and with Super Anti Spyware and found several viruses, and neither IE or Mozilla Firefox will open

I tried the following steps without any success

I tried IE 7 and upgraded to IE 8 and still nothing
I tried Mozilla Firefox portable and still nothing

I did a IPCONFIG /release and then a /renew, and still nothing
I did a netsh winsock refresh and nothing
I did a ipconfig /dnsflush and nothing
I disabled the Norton Antivirus and still nothing

I am thinking of uninstalling and reinstalling the IP stack, but not sure if that is a waste of time

It is on Windows 7

Any suggestions... PLEASE

with internet explorer, try "reset program settings" . Also, under the connections tab, is there a proxy server shown? If there is a proxy server shown then remove it and save your settings.

The grass may not be greener on the other side but might have less weeds...
