Hi, I think i have a virus, although it seems the antivirus is running, i does not appear and by clicking on the exe file nothing happens. All the updates in anti spam software are disabled. New software can not be installed. Even copy-paste is prevented.

First...what have you done to scan for Viruses???
Do you have access to another PC that is known clean from viruses???...if so, remove your HD and slave it to the other computer and run a full virus scan...
My preferred antivirus is Kaspersky...you can get a fully usable trial from Kaspersky.com...
Then run google for Ewido and run a full scan...
Next, re-install the HD back on your computer and see what happens...
If you still can't do anything...then I suggest rebuilding your computer from scratch...
