I exactly had the same problem with a win7 notebook of my friend.
I came across to the thread stated above. But, there was no finite answer.
So, I continued to search for answer. Until I stumble upon a forum explaining that there is a need to reset the shell/open command in the registry.
There was an advise to use UnHookExec.inf
I had been using this file to fix my disabled Task Manager problem.
I tried to run the said UnHookExec.inf
It worked like a charm.
