Comment:
My friend's PC has been infected by the VIRUS ALERT! in task bar virus. He also said that he can not open internet explorer and his control panel is missing, so i am posting this for him. He said that he does not have a extra laptop to use. He also said that his anti virus (called: virgin broadband) does nothing. Is there anything he can still do?

I got rid of that virus alert thing, on someone's PC, using anti malware from www.malwarebytes.org
Burn it to a CD on another PC.

WMIC /OUTPUT:C:\ProcessList.txt PROCESS get Caption,Commandline,Processid
If he can get to a command prompt, run the command above and post the content of processlist.txt here.
That's similar to running Hijack This. Better yet, if someone can burn Hijack This to a CD, it would make things easier.
