VIRUS ALERT virus on my friend's PC

My friend's PC has been infected by the VIRUS ALERT! in task bar virus. He also said that he can not open internet explorer and his control panel is missing, so i am posting this for him. He said that he does not have a extra laptop to use. He also said that his anti virus (called: virgin broadband) does nothing. Is there anything he can still do?

this sounds like the micro av malware virus
do you get pop ups stating that virus is downloading and you should install this software i had that virus and it is hard to get rid of, get a good melware remover tool,
as the last resort which is what i done was a complete fomat

He can not open IE at all unless in safe mode, but if so then he can't download anything.

I got rid of that virus alert thing, on someone's PC, using
anti malware from www.malwarebytes.org

Burn it to a CD on another PC.

Try the restore point again but do it in safe mode.

He isn't able to use System Restore in safe mode either. It just crashes.

WMIC /OUTPUT:C:\ProcessList.txt PROCESS get Caption,Commandline,Processid

If he can get to a command prompt, run the command above and post the content of
processlist.txt here.

That's similar to running Hijack This. Better yet, if someone can burn Hijack This to a CD, it would make things easier.
