So I tried to install my Sixaxis Playstation 3 controller to my computer with the libusb program, unfortunately when it finished installing, my mouse and keyboard just stopped functioning. They work in the bios, but that's about it. I'm sure a system restore would work, but I cannot access it. Every time I boot off my recovery disc from Cyberpower, it just installs Windows. I do not want to reformat in any way, but help would be greatly appreciated.

I have encountered this problem before, but unfortunaley it resulted in a format & reinstall.

You could try a program called ERD Commmander but I would only reccomend using it if you know what you are doing. Its a CD Bootable OS that has alot of helpful features like allowing you to uninstall faulty drivers, which may help in your case.
