Unable to use windows 7

Specs: Windows 7
What does " C/Windows/System32/mrt.exe" mean? This is what comes up everytime. I tried to do a system restore, but that won't work either. Everything else comes up, but computer is terribly slow. It took almost an hour for system restore to even come up.......help?

When in doubt...try scouting it out...

Why not try some malware removal tools like Malwarebytes, etc...fix all they find

It's this:

Belongs to Microsoft and is subject to regular Windows updates. It is not a virus (not in that location anyhow). If you want to run it just make a shortcut to mrt.exe file. I have run it at odd time but it has never found anything yet.

Just for info, paths in Windows use backslash, forward slash is for Linux.
