trouble with belt trojan

Having much trouble with computer. I cannot access the task bar. Start button doesn't work. Just get an hour glass. I have deleted the belt.exe file and am still having problems. I can't even surf the web or check email. I ran hijack and this is what came up;

have a look in hijackthis ,check all of the following items, then close all browser windows, and press "Fix Checked":

Now restart your computer, and delete that Belt.exe file, if still there.

Turn off System Restore.
1. On the Desktop, right-click My Computer.
2. Click Properties.
3. Click the System Restore tab.
4. Check Turn off System Restore.
5. Click Apply, and then click OK.
6. Restart the computer.
7. Go back to the System restore tab and uncheck that same box
8. Apply.

Rescan with your AntiVirus now.
