Well this is sort of security related,

I am unable to access the net through a virtual machine if my host machines trend Micro firewall is active,
if I turn off the firewall I can access the net no problems,
if I use the built in windows firewall I can access the net no worries
I have allowed Virtual PC to access the web in the Trend network controls.

And that is it I am stumped, any help would be appreciated

This is probably due to the HOST not allowing the Network adapter from changing IP's.

Your guest is probably bridged, if you change to NAT you should be able to work around this issue.
