Toshiba mini laptop recently won't connect to the internet

Specs: Windows 7
my toshiba mini (NB500) won't connect to the internet even though it says that i have network connectivity. even updates won't install. i have a free version of avast and something has disabled the web shield protection. even windows firewall is not coming on. it comes on and then goes back off. everything is working in terms of network adapter etc. even the wifi looks just fine. i had my ISP come over and check the connection and they worked on it for 30min then they said that i have some sort of virus on the laptop. when i try to scan it with avast (the virus program i have) nothing comes up. what do i do? Thanks!

Boot to safe mode, try to update avast & scan it. If nothing shows, download, install, update & scan with anti malware, from malwarebytes.org. If that doesn't help either, download & run Hijack This. Post the log here, if you can.

Run ESET & post the log please. This scan may take a very long while, so please be patient. Start it before going to work or bed.

You may have to download ESET from a good computer, put it on a thumb drive & run it from there.
