Hiya all! I woke up today to find my Windows 7 not working properly. The Taskbar froze but any open windows functioned unless they were system windows ie. Task manger or my computer. ALt TAB resulted in a frozen picture of open windows. After nearly 4 hours of cursing Windows 7 I noticed Skype telling me a program was connecting to it call rlvknlg.exe I located the swine in safe mode in a location C:\Program Files (x86)\RelevantKnowledge\rlvknlg.exe GOOD news it solved the problem! Anyone with these issue should look for this spyware bugger and remove it you might solve your issues too! So thanks SKYPE as my AVAST found jack!
