Had lots of problems (proggies not working and explorer trying to connect to sus websites) Found lots of viruses when scaning in safe mode and cleaned them out.
When boot normally now proggies such as Nortons, spybot etc wont work and cant even check the task manager for suspicious processes.

calhoun, You may want to go to the link below and download the "Fixswen.inf" file and run it.
"Save the fixswen.inf file to your local hard disk, right-click on the file and choose install".

"A Setup INF file to undo registry changes made by W32/Swen@MM and other threats that prevent REGEDIT, BAT, COM, EXE, PIF, REG and SCR files from running".

Fixswen Tool

It's worth a try,

calhoun, I should have also added the link below which has a temporary fix so that you could use your Task Manager to trouble shoot. It's at the bottom of the page under:

"Rename these utilities and run them or use MVP Doug Knox's "Emergency Msconfig, Regedit, Task Manager" utility:"

Task Manager Won't Run

Thanks Tufenuf,

I'll give this a try.

So is it possible to have completely removed all viruses but still have the affects from them(like regedit and nortons not working in normal boot)?

The simple answer is Yes as some viruses can make changes to the registry which disables regedit, Task Manager, .exe files, etc. from running including disabling your anti-virus programs from running so you can't remove the virus or even go to Anti-virus websites(alters the hosts file).
