system restore/internet explorer/anti-virus

My sister inlaws computer is screwed. system restore/internet explorer/anti-virus not working. internet explorer says it must shut down, system restore says there is a disk error preventing it from working, and no anti virus programs will not instal (she did not instal one previously) I tried re-installing internet explorer via transfering the instal program from my pc, and it still does the same. any ideas other than re-formatting which is the only thing I can think of at this time? any input is greatly appreciated.
