System restore will not work

A couple of days ago my computer was running smoothly until my father let his friend mess around with my computer. After he put up some softwares and scanned my computer, my computer recieved a WinPC AntiVirus infilteration. After spending hours trying to fix up my computer because all my virus scanners were disabled by it, my browser windows or any windows have been looking strange. By strange when you try to move the browser window theres an outline that moves instead of the window. I tried system restoring during the Winpc time and now but system restore won't work. When i click the 'next' button for system restore it just sits there doing nothing. I wat for ten minutes and still the same results. I even tried creating a new restore point then it tells me to restart my computer and try again. I try this five different times and same result.
my dad asked his friend again and.... He deletes ALL my restore points.. What should i do?
