Strange PC problem, Gray globe

When I got on my PC, there was a gray globe icon with a grid design on it in my task bar that I never seen before. My mouse arrow was stuck in a permanent loading icon and couldn't click on anything in the taskbar while this icon was up and wouldn't let me click on the task manager to look for it in processes. I also couldn't hover arrow over it to see the name. I restarted but it came back eventually and did the same thing. What is this thing? Does my PC have a virus?
