Strange icon on my desktop ~ tilde

Once in awhile I find a strange icon on my desktop that has the Microsoft logo and a tilde ~ sign underneath. When I click on properties, it says its a "file" and 186KB in size. It does not have any program associated with it. On these forums, it was said to try to open the file with notepad. I was not able to open this file with notepad or wordpad, or any other program. I renamed the file to test.txt and opened it to reveal alot of asci (?) symbols but throughout this file, between the symbols, there are email addresses from everyone in my address book. Seems suspicious to me.
