Tim,

It does not matter too much that your IP is static.

a)If you are targeted for a hack, the hacker will try to find some way to infect you with some kind of trojan. If you do get infected, most of the time the trojan will have some sort of notify system to let the hacker know that you are online and what the current IP is. So even if it was not static, it makes no difference. The point is, that you want to be sure that you are not infected.

b)If you do not keep up with your critical updates, you can be infected by a worm or an infected web page. Once again, it does not make any difference if you are using a proxy or have a static IP address.

Most worms scan 'random' sub nets looking for open computers. If you are using a proxy the worm will still scan your computer, because it is not a targeted hack. The worm simply scans IP addresses until it finds you on yours. It does not know who you are.

Surfing in stealth mode is designed to give you privacy and limited security. The point of having a static IP over one that changes all the time is not that much of an issue.
The point is that your IP is showing. When you use a proxy, your real IP address can not be seen when you surf the web. If you use a socks proxy it will not be seen when you use third party Internet programs.

I did not understand this part of your question:

"what about people cloaking my ip address?"

you should keep your softwares updated and installed with it's latest service patches/fix. Especially if you are using IE, these has a lot of vulnerabilities and you should check out microsoft site to obtain these latest patches. Also update your antivirus pattern file/virus definitions frequently.

Most attacks are done within 1sec only... static or dynamic ip make no difference at all. If you have firewall, i don't see why you are so nervous about your system. If you don't have shared drives, you don't use ICQ/MSN/KazAa and do not open any exe, vbs, pif, scr file attachments, there no big risk.
