Startup error message

As soon as I log into windows I get the following pop up:

Microsoft .NET Framework
Unhandled exception has occurred in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately.
Index was outside the bounds of the array.

When doing a restart:

The following programs are still running
Groupmanager.ex
This program is preventing your computer from restarting
