Starts up in safe mode no matter what I try

Even whe I try to start up PC in normal mode it starts in what looks like safe mode. Some programs wont even load and I cant update because it says I need to be in ormal mode to update.

Try this , start run " msconfig " boot tab and see if boot safe is ticked .
