Sluggish, unresponsive PC

One of my home PCs (there two and are networked and share an internet connection via switch-router-cable modem) becomes very sluggish and unresponsive (to clicks of the mouse and presses of the keyboard) apparently while connected to the Internet. No matter that if the IE browser is open or not.
The moment I unplug the PC from the Network (remove the network cable from the wall's network outlet,) the PC resumes normal processing and responds to mouse clicks and typing of the keyboard. If I connect the network cable (plug in) back, the PC works normally and even access to the Internet via Internet Explorer's navigation is normal. However, after a long while ( I did not time it, but it could be 10 minutes or more) the PC becomes again unresponsive and sluggish.
The other home networked PC is at all times unaffected.
Review of tasks, via the task manager does not show any suspected application or process.
Reinitialization of the PC does not resolve the problem.
Automatic updates is enabled for Windows XP and all applications that have automatic updates.
Windows Firewall is active. AVG Antivirus (free version) is updated nightly and a scan of the PC is performed every morning.
I.E. is set to allow no exceptions, has medium security and medium setting for privacy, has disabled downloads of unsigned ActiveX Controls and prompts for downloads of signed ActiveX controls.
The following applications have been kept updated, activated, and scans have been conducted where given and option:
WinPatrol
SpywareBlaster
Ad-Aware
Spybot
I have used Glary Utilities to clean up the registry, cleanup unwanted files, and optimized the system, etc.

I do not know what else to try??? Can anyone offer suggestions??; I would be very grateful.

I would try a few things. It doesn't matter what order you choose.

Connect the PC directly to the router, bypassing the wall jack.

Look in the event viewer for error messages.

Look at the device manager for hardware conflicts.

I connected the conflicted PC directly directly to the cable modem and it worked without a problem.
Then, I connected the PC to the router, and, of course it to the cable modem, and it did not work.
A review of Task Manager did not show anything that I could dicern was a problem (but then maybe I did not know exactly what to look for.)
A review of the Event Viewer showed an error:
Event 1002, Source: Dhcp; The IP address lease 24.232.19.202 for the network card with network address 00C0A8823552 has been denied by the DHCP Server 192.168.0.1 [The DHCP Server sent a DHCPNACK message]

Other information: File Name dhcpcsvc.dll version 5.1.2600.291.2

I do not know what to do with the information or what to do next to resolve the problem, any help would be appreciated.

That tells me that the problem PC is not getting an IP address from the router. I don't understand why the IP of the modem (24.232.19.202) would show up in the event viewer of the PC that is connected to the router.

Explain your setup. It should be:
Modem > Router > Switch, if any, > All PCs.

Is that what you have?

The setup is as follows:

Wall Cable feed/cable modem/router/switch. A dell PC ; then both PCs (a Dell and an HP desktops)are conected via wire (through the walls) to the switch.
The Dell PC (in another room) is the one where the problem is showing up.

Also, do not get confused, but I have two points where there are wall cable feeds (one where the Dell PC is and another where the HP PC is;) howeve,r only one wall cable feed is used (after all, I have one cable modem, one router,and one switch.)

Normally, the wall cable feed where the HP PC is located is used and from the other room, and through in the wall wire, the other PC, the Dell is connected to the switch (as is the HP PC, but directly connected to the switch.)

When you suggested that I connect directly to the router, I took the cable modem and router to the romm where the Dell PC was and connected the Dell, first to the wall cable feed/cable modem and it worked (I left the HP PC unconected.) Then, I tried wall feed/cable modem/router/Dell PC and I got the error, event 1002 (I left the HP PC unconected.)

Did I muddle it? or did I answer your question?

You answered the question but let's make sure that we are on the same page with our terminology.

Let's call the coaxial cable that feeds the house from the outside, the "Cable Feed Line". What are you calling a 'wall wire'?

As you said, you only have one cable modem, so the Cable Feed Line has to go to the cable modem, no matter which entry point you choose. I've seen cases where the network would function using one of those entry points and not the other.

Next, you said that once you put the router in between the modem and the Dell, the error appeared. That would tell me there is a problem with the NIC getting an IP address from the router. Run ipconfig /all at that point and post the output. Make sure that the WAN port is used between the router and the cable modem.

The last thing is what model router and switch do you have? The switch has to be located between the router and the PCs. Since you have only 2 PCs on the network, you may not need the switch.

Fo the purpose of resolving the problem that I now am experiencing, the setup is now cable feed line/ cable modem/router (into the WAN port of the router.)
Both PCs (Dell and HP desktops) are plugged into ports of the router.

The router is a D-Link DI-624M; the Switch is a D-Link FGS-2208. The reason I have an 8 port switch is that ocassionally I plug a notebook. Also, from different parts of the apartment, I have in-the-wall outlets with wired through the wall to the switch (which I then connect to the router.)

With the cable-feed-line/cable modem/router mentioned setup, and three PC plugged into the router, the Dell PC does not detect an Internet connection, but the HP desktop, and a Sony notebook do detect an Internet connection.

When I go to run ipconfig /all, the DOS window flashes momentarily on the screen, with some information, but then it disappears and the window closes. It flashes too quick for me to get any info from it.

You are trying to run ipconfig /all from the run box. You can't do that.
Click start, run, type cmd and press enter. When the prompt appears, run ipconfig /all
and press enter.

Here it goes: I have it in the following order: All PCs are conected to the router and it to the cable modem and it to the cable feed line.

1) Dell PC: Not getting a network nor an Internet conection (Win XP PRO with SP3)

2) HP PC: It conects without problems to the Internet (Win XP PRO with SP3)

3) Sony Notebook (with Vista): It connects without problems to the Internet.

That's your problem right there. That IP is what MS gives network interface cards (NICs) that aren't working properly. It may not be working for a number of reasons, all of which, are guesses at the moment. If you have another NIC, install it. If you don't, go into the device manager and see if there are any conflicts or hardware error messages. Let me know what you find.

Thanks for the help; I had the hardware examined and it looks, as you diagnosed, that the NIC may not be working. Early next week, I would have the NIC replaced.
I will close this when I verify that the PC in question works well with the new NIC.

I had the NIC replaced (for one exactly the same from the same provider) but it did not work; the Dell PC would not even boot up. The old NIC was placed back and the PC started ok, but no connection (or weak connection to the network/internet). However, it was noticed that while this Dell PC was connected to the network, it was causing the other two PC (HP and Sony Nootebook) to loose network connection; so the asumption is that something in the hardware of the Dell PC is causing the network screwups; for when the Dell PC was desconnected from the network (pull the plug out) the rest of the PCs worked ok; in fact the Sony portable works well when connected to the same network wall outlet that the Dell PC was connected.
Next wekk (the technician can not make it before) we will try other hardware components and I will report the outcome. Thanks again.
