security update cant be uninstalled ?

I have a Windows Update(938464) that fails verification as not installed properly or a corrupt install ! However when I go to the ADD/REMOVE Programs the update is listed however its saying this update cannot be uninstalled ? Iam curious if I download this update (KB938464) to my computer and then install it over the originial install it this will correct the problem ? Anyone have any ideas on if installing a fresh copy of this update over the top of the old one is OK ?

Have you tried installing it while in the safe mode networked?

No honestly I have not tried installling it in safe mode ? My ? was more if it was OK to install the update over the top of the one installed thats marked as flawed or corrupt Via Bel-Arc Advisor that I cannot uninstall ? I also could never get Microsoft .NET Framework 1.1 SP1 (KB953297) to install I finally marked it to not beoffered anymore for installation however I did download a copy of it to a folder I have in My Documents ,same with (KB938464) !
