Security Center Service can't be started.

Specs: Windows 7 , Intel T6600 800 MHz FSB, RAM 4GB
In the action center of control panel, The issue is "Security Center Service (Important)". It says -The Windows Security Center Service is turned off. After clicking "Turn on now button" in the same window, a pop-up that has a white cross in a red circle and a message says - The Windows Security Center Service can't be started.

I got the following status by expanding the action center window.

User Account Control ON

Windows Defender Status not available

Network Access Protection Status not available

PLEASE HELP to resolve this issue!

Click the Start W7 globe, in the Start Search box, type in: services.msc, and then press Enter.

When 'services' appears at the top of the search area, double click on it.

In the Services window, scroll down to >Security Center< and double click to open it.
Does it show service Status as: Stopped?
If not, what does it say?

In any event, select: Automatic and select: Start.

If the service fails to start, an on-screen error message appears.
Please post the error information in your reply.

In the Security Center dialog, General tab: Service status STOPPED, Start type: Automatic (Delayed Start) -- Clicked the down arrow on right, highlighted Automatic option. Clicked OK nothing happened.

Dependency tab: It gave a pop-up that said Error 1068: The dependency service or group failed to start.
