thanks to all the persons who replied to my message,
its virut virus i am using Mcafee 8.5i licensed version it only cleans the virus when we open the folder where the virus exists, i did complete scan but it didnt fixed, virut virus will mainly attacks winlogon.exe file and other files in system32 folder. i tried to clean that folder by manually opening the folder, before i do system restore it corrupted svchost.exe file and i was not able to c my desktop, so i lost my hope and did format again installing all the softwares :(

Make sure you are using a clean CD (clean the surface of the with a CD cleaner. 2. Complete the installation don't touch the power button during installation. In short don't mess up the installation it'll ruin your hard drive. That's all I can share about it.
