Your going to need to run a repair install on the OS -- if it works great if not format is needed

thanks to all the persons who replied to my message,

its virut virus i am using Mcafee 8.5i licensed version it only cleans the virus when we open the folder where the virus exists, i did complete scan but it didnt fixed, virut virus will mainly attacks winlogon.exe file and other files in system32 folder. i tried to clean that folder by manually opening the folder, before i do system restore it corrupted svchost.exe file and i was not able to c my desktop, so i lost my hope and did format again installing all the softwares :(

Do you think this one of those they called script error during the installation. I use to have this kind problem as well The only that I do is the last option that I have. I reformat my computer that is. I tried to download the missing file but I make it more worst. I downloaded. So this is the things that you can do to prevent it.
1. Make sure you are using a clean CD (clean the surface of the with a CD cleaner.
2. Complete the installation don't touch the power button during installation. In short don't mess up the installation it'll ruin your hard drive.
That's all I can share about it.
