Registry edit on a blocked PC

Specs: Windows XP
I have a problem with edititing the registrys in Windows XP.
On the PC are locked some functions.CD-ROM , Floppy drive, USB doesnt run. After the operation system boots some other XP functions are locked .
I can´t use any programms from the start menu: RUN,CONTROL PANEL,ACESSORIES and so on .
Downloading files from the internet is denied.
From this becomes that I can´t install programms to XP.
Is there a way to boot from CD and with a registry editor change the registy settings ..... I used Hiren boot CD but there aren´t useful programs ...
Can anybody help ?

You are right :) Thats a work PC. I studyed elektrotechnics on the University and I am bored with this situation ... a know some skills with PC and I can do nothing ...some programs will be good and make my work easy

Don't mess with your work computer. If you need to make your work "easier" talk to your IT people. That's what they're there assist with IT issues...

If you want to screw something up, use your home machine.
