rat book virus?

I was looking at a website and my after a while my pc froze. I tried to kill IE but nothing worked so I powered off and restarted but now I get a prompt to start in 'safe mode'. Does this mean I have a virus? What should I do? Is there a way of telling that sites have viruses? The site I was looking at when my machine crashed was 'www.theratbook.com'. Thanks for any advice

Theratbook.com is a gossip site like The Enquirer. Site like this is a popular spot for the hackers.

Is there a way of telling that sites have viruses

You will have known it if you were running some antivirus software and you are behind a firewall. Are you?
