Proxy server problems..!

I was using a proxy server from france off of www.samair.ru and it was working fine,,,,i ran tests over the net to see if sites could detect my IP etc and they couldnt and it was working well. Then one day i came home and the internet would not work..so i disabled the proxy server and then it worked. So i figured the proxy server is down or something, so i tried various other proxy servers but they don't work either. Is it possible my ISP people don't like me using proxy servers and stop me? Or could my settings have gone wrong somewhere on my PC? Whenever i try to use the net through a proxy it says - connecting to i.e. 121.32.45.134 (which is the proxxy IP) and then comes up with the page unavailable screen.?? any help will be greatly appreciated.
