Programs will not start

I cannot run programs. Some (like Internet Explorer) will not start, Some (Outlook) will start then immediately close. Some (CCleaner) will open but close as soon as I click anything on the window.
When I started the computer BitDefender told me that I hadn't scanned in 28 days but I did complete a full scan 6 days ago.
I cannot open Task Manager by ctrl,alt, del or by clicking from the task bar.
