Programs will not open even in safe mode

Specs: Windows 7, i5 500gb
I have windows 7 and cannot open any programs except the internet. I spent the day yesterday researching online and trying everyone else's fixes so far no go. Even in safe mode I am unable to open any programs. Have tried a system restore but it did not work

First download and burn an Antivirus LiveCD, which boots it's own operating system so that windows is not running, and scans your system for viruses.

When finished, reboot your computer in normal mode, download and install fresh antivirus software, even if there is already one installed to your computer.
When installed, update the antivirus definition files.

Download and install Malwarebytes and let it run.
While it's scanning your system, the newly installed antivirus software also scans all files for infection.

After that, download and install Ccleaner and let it run.

When finished, reboot your computer and check if it's working as expected.

Thanks for your suggestions. I created a rescue disk but when I tried to boot from it (having changed the boot order and disabled the boot from hard drive) the screen keeps returning to the boot order. Tried your suggestion and the Kapersky Rescue Disk - both had the same frustrating results!

I would appreciate any other suggestions

When you browse the CD, what did you get listed.
If you see this rescue_system-common-en.iso, you did burn the CD in a wrong way.

You have rightclick the ISO image and chose Burn Disk Image or how it's called correctly in your context menu.

Hi peter53 i ,

In response to your query this is a virus infected your system ,please follow these steps.
1. Boot your computer into safe mode with networking.
2. Click on the start button open run window and in the run window type this .
3. After
4. After these two scans please run……..Malware bytes and super anti spyware ……..scans from down load these programs and run these scans.
This should Fix if not complete operating system reinstallation will do the job.

Please let us know the status.
