Programs Don't Open

Specs: Windows Vista
All of a sudden, NONE of the programs would open on my desktop computer--Windows Vista.
There was a malicious program (Windows Security 2012 or something) that I had to deal with, and it happens a couple day afterwards that none of the programs open as they used to.

Starting from the icons on the desktop to programs, accesories, and even the Task Manager won't open. Instead a message would pop up saying "C:\something\something.exe Application not found," or for the icons on the desktop, it would show an "Open With" window with Internet Explorer as the connecting program. (If I select that, it would briefly show the internet window, then close, and download an iexplorer.exe which would also do nothing but repeat the vicious cycle of Open With, etc.

The only way to open up some programs is to right-click and select "start," or open up an already existing word document, but most of the programs don't even have the "start" option.

I love this virus..

Okay, battling this the last time, this is what I did: I booted the computer in safe mode and installed Spybot - Search and Destroy and ran it (which found it).

I then looked in the AppData\Local and AppData\Temp folders and deleted everything, (some traces of the virus were in there).
