Problems with runtimelib.exe

Specs: Windows XP, core 2 quad q6600 4 gigs of ram @800mhz
i used to have a runtimelib.exe warning
everytime i boot my computer asking me too
run it tor not. The publisher was unknown so i
decicded t o do some research on it. People
say that its used to build bot nets. (Btw it was
in the system32 folder). So then i went to
delete it manually because my
antivirus(norton) sisnt suspect anything about
it. Now i cant run my games or any programs
very well plz help.

core 2 quade q 6600
ati radeon hd 4850 plus
4 gigs of ram 800 mhz

if you have an installation disc you can try start/run/ and then type in sfc /scannow
(notice the space between the c and the /
it will replace any protected windows files
