Problems with DNS / Proxy

Since I recently migrate to W2K3 network environment all users have access to the web.
I think this is because fowarders in my DNS Servers are the ISP DNS Servers ...
To control who have web access I install a proxy. I point the DNS fowarders to the IP address of proxy machine and put the proxy binding to ISP DNS Servers.
I think this is logically correct.
The proxy works well for users browser configured to point to proxy but
every browser not configure to use proxy still can reach the web.
What can be wrong ?

Somebody can help ?
