Prevent users from browsing C:

Hi We are running Windows 2003 Server where all the students are accessing using Terminal Server. We are using group policy to lockdown and prevent users from accessing C: (we thought)
If the student open Windows Explorer and write "C:\" They will not get access.
But
If the student use the build in function in windows - Right click-Create link, and type "C:\", then they can click on the link and they can access the C: drive and browse through several folders.
Does anyone know how to prevent students to create this shortcut as this is the only way I see they can access browsing of the drive?

What do you mean by the build in function? When i right click, there is no create link option.
