yesturday my firewall alerted me that dire.exe was tring to connect to an irc channel on port 6667, this has never happend again and happend just after my norton 2003 had found about 4 other trogans (which is deleted), no virus scanner i have or have seen picks up on this file, and i cannot delete it, it wont let me, nor stop it using ctrl+alt+del.

It's liable to be a 'non-viral' component of a trojan that was previously removed.
Boot into safe mode and Click Start > Run > type services.msc and click OK
Scroll through the list and see if that file is listed. If it is, double click on it. Then disable it. Delete the file.

If it's not listed there, Start > Run > type regedit and click OK
Click the + next to the following keys:

HKEY_LOCAL_MACHINE
Software
Microsoft
Windows
Current Version

Scroll down and click on the Run folder. Look in the right hand window for that file name. right click on it and click delete. Delete the file.
