Ports still stealth blocked!

I'm currently running a win 98 system with the cable modem plugged into it then 3 other computers connected through a switch so that i can have interet sharing. (the other 3 computers are all running xp)

I needed to have some ports open all the time on the server so that i could use some p2p clients properly. Norton Internet Security 2003 installed on the server so i tried turning it off etc. but using 'shields up', ports such as 6346 still showed up as stealth. I've now uninstalled NIS and these ports are still stealth blocked even though there is now no firewall on that computer. (i've been testing shields up from the server itself). I'm not using any router and i have no hardware firewall.

Does anyone have any idea why these ports are still stealth blocked instead of being closed/open?

Hello Frank,
You just discovered that playing with a computer comes to the result of getting bugs.
Did you uninstall your program using "add & remove programs" from your control panel ? in order to clean correctly all your system regitry ?

Yeah, I uninstalled it using add/remove programs so the registry entries were also removed.
